Determination of membership in the bargaining unit - Underwater Signatures and Ranges Technologists and Underwater Signatures and Ranges Technical Services Supervisor employed in the Engineering and Scientific Support Group at CFB Halifax - Electronics Group bargaining unit - Section 34 of the Public Service Staff Relations Act - the International Brotherhood of Electrical Workers, Local 2228 (IBEW) had been certified as the bargaining agent of the Electronics Group bargaining unit: 142-2-325, (1999) 35 PSSRB Summaries 5 - it applied to have included in the Electronics Group bargaining unit four underwater signatures and ranges technologists and one underwater signatures and ranges technical services supervisor employed in the Engineering and Scientific Support Group at CFP Halifax (employees) - the employees were part of a bargaining unit comprised of "all employees of the Employer in the Technical Services Group", for which the Public Service Alliance of Canada (PSAC) had been certified as the bargaining agent: 142-2-339, (1999) 35 PSSRB Summaries 12 - the employer and the PSAC opposed the IBEW's application - the IBEW asserted that the employees were performing duties which placed them in the Electronics Group bargaining unit - the PSAC and the employer responded that the duties performed by the employees more closely resembled those identified in the Technical Services Group definition - the Board found that the Technical Services Group definition better encompassed the pith and substance of the employees' duties.
