and the Library of Parliament, as employer,
in respect of all employees of the Employer in the Library Technician Sub-group in the
Research and Library Services Group and all employees in Clerical and General Services bargaining unit

TERMS OF REFERENCE

1        In a decision dated February 1, 2016 (Citation 2016 PSLREB 08), I established an arbitration board in the above-cited matter.  The arbitration board was composed of Mr. Stephan Bertrand, chairperson, Mr. Joe Herbert, nominee for the bargaining agent and Ms. Kathryn Butler Malette, nominee for the employer.

2         On September 20, 2016, Mr. Bertrand informed me that he could no longer act as the chairperson on the arbitration board. This will serve to confirm that the appointment of Mr. Bertrand is hereby rescinded.  This  will also serve to confirm that pursuant to section 48(1) of the Act, I hereby establish in this matter an arbitration board composed of the following members:

                   Ms. Margaret Shannon, chairperson;

                   Mr. Joe Herbert; and

                   Ms. Kathryn Butler Malette.

3        Pursuant to section 52 of the Act, the matters in dispute on which the arbitration board shall render an arbitral award in this dispute remain those set out as outstanding in paragraph 4 of my previous decision of February 1, 2016 (Citation 2016 PSLREB 08).
