Summary:

Jurisdiction - Education leave - the grievor, upon being hired, was apparently promised apprenticeship courses at a community college - the grievor never attended the courses as the employer determined that as a result of a change in applicable provincial standards, he did not require additional training - the grievor had resigned from his position when the adjudication hearing took place - the grievor did not invoke any provision of the collective agreement nor did he maintain that his resignation was in reality a termination - the adjudicator concluded that he was without jurisdiction to entertain the grievance as it did not fall within the ambit of section 92 of the Public Service Staff Relations Act. Grievance denied.
