Summary:

Decision review - Certification - Appropriateness of the bargaining unit - by decision dated June 25, 1982 and amended on June 27, 1991, the Board certified the United Food and Commercial Union, Local 864, (UFCWU, Local 864) as bargaining agent for a unit comprised of all of the employees of the Staff of the Non-Public Funds, Canadian Forces (SNPF) "in the Operational Category employed at the Canadian Forces Base, Shearwater, Nova Scotia": 146-18-203; (1982) 1 PSSRB Decisions 57 - furthermore, by decision dated May 1, 1985 and amended on June 27, 1991, the Board certified the UFCWU, Local 864, as bargaining agent for a unit comprised of all of the employees of the SNPF "in the Operational Category employed at the Canadian Forces Base, Halifax, Nova Scotia": 146-18-255; (1985) 7 PSSRB Decisions 6 - SNPF applied under section 27 of the Public Service Staff Relations Act for merger of the bargaining units - as a result of military reorganization, CFB Shearwater had ceased to exist as an autonomous base and was now considered to be part of CFB Halifax - UFCWU, Local 864, did not object to the proposed merger - accordingly, the Board granted the application and revoked the certificate issued to the UFCWU, Local 864, for all employees of the SNPF in the Operational Category employed at CFB Shearwater - in addition, the Board amended its decision of May 1, 1985, insofar as it related to the determination of the appropriate bargaining unit and found that all employees of the SNPF in the Operational Category employed at CFB Halifax, including all employees in the Operational Category previously employed at CFB Shearwater, constituted a unit appropriate for collective bargaining - the Board indicated that it would issue an amended certificate for the merged bargaining unit. Application allowed.
