Summary:

Decision review - Section 27 of the Public Service Staff Relations Act (PSSRA) - Appropriateness of the bargaining units - Amended classification structure - Consolidation - on February 6, 1978, the Board certified the Public Service Alliance of Canada (PSAC) as bargaining agent for the following four bargaining units: 1) all of the employees of the employer in the Operational Category (146-14-169); 2) all employees of the employer in the Administrative Support Category (145-14-168); 3) all employees of the employer in the Scientific and Professional Category (142-14-166); 4) all employees of the employer in the Administrative and Foreign Service Category (144-14-167) - the employer requested that the certificate for the Operational Category be revoked as the bargaining unit had been inactive for many years - in addition, as a result of changes to the classification structure, the employer requested the consolidation of the remaining three bargaining units into two bargaining units - ultimately, the employer and the PSAC agreed to the following two bargaining units: one comprised of auditors and the other comprised of employees who provide support to the auditors - since some formerly unrepresented employees would be included in one of the proposed new units, the Board directed the employer to post notices in the workplace advising employees of the application for review and giving them an opportunity to make any submissions they wished to make in opposition to the application - no statements expressing opposition to the application were filed with the Board - the Board was satisfied that the two new bargaining units agreed to by the parties were appropriate for collective bargaining - accordingly, the Board revoked the existing certificates and certified the PSAC as bargaining agent for the two new bargaining units. Application allowed.
